City switches animal control provider

Beginning Sept. 1, the Sioux Falls Humane Society will return as Brandon’s animal control provider, ending a three-year contract with Second Chance Rescue Center.
The Brandon city council approved the change July 19.
The switch was made basically for fiscal reasons, according to Police Chief Dave Kull, who anticipates the city could save about $1,000 annually, based on numbers from 2009. The savings is attributed to the Humane Society’s proximity to Brandon (fewer miles) and less costly boarding fees. No after hours fees were presented.
“Both of these organizations are outstanding organizations,” Kull said. “But the Humane Society’s proximity and RFP (request for proposal) came in less (than Second Chance).”
In 2009, Second Chance billed the city of Brandon for 66 calls for a total of $3,424. The city was billed for trip ($1,650 @ $35 per trip) and mileage ($958) charges on 47 of the 66 calls. The remaining calls involved owners who picked up their animals and paid the associated costs. The city also paid boarding and/or euthanasia costs for animals dropped off by Brandon residents at Second Chance. The city paid $696 in boarding fees and $120 for eight animals that were euthanized.
Under Second Chance’s proposal for 2011, the city would pay $1 more per call and mileage was bumped up to 48 cents per mile. Boarding and euthanizing costs remained the same.
According to the Humane Society’s proposal, they will charge the city $42 per hour (minimum charge) and 50 cents per mile, Monday through Sunday, 8 a.m. to 6 p.m.; the after hours rate is $55 per hour, billed in 15-minute increments plus the 50-cent per mile charge.
Estimating that most calls will not exceed an hour and round trip mileage at about 20 miles per call, the 47 calls that Second Chance responded to in 2009 would’ve cost the city $1,974 in call charges and $470 in mileage for a total of $2,444.
Through the new agreement with the Humane Society, the city will not pay for associated fees incurred by Brandon residents who claim their animal. That same agreement was also in place with Second Chance.
Kori Baade, Humane Society executive director, said they are happy to serve Brandon once again.
“We’re excited to serve the city of Brandon and hope to have a great partnership,” Baade said. “And basically what’s really nice about Brandon is that it’s close to our building.” The Humane Society is located at 3720 E. Benson Road.
The contract between the city of Brandon and Second Chance Rescue Center allowed for either party to discontinue the contract through a 30-day notification process.
“Second Chance has given us good service over the years,” Kull said. “But it was just time to put out the RFP’s once again.”
